seq: give better diagnostics for invalid formats.
* src/seq.c: (validate_format): New function.
(main): Use it.
* tests/misc/seq (fmt-d, fmt-e): Test for expected diagnostics with
invalid formats.
* NEWS: Mention this change.
* TODO: Remove this item.
