maint: avoid duplicate test runs
* tests/local.mk (all_tests): Remove the tests 'tests/id/setgid.sh' and
'tests/mkdir/smack-root.sh' because they are mentioned in the
'all_root_tests' list; these tests are skipped anyway during a non-root
run because flagged with 'require_root_'.
