build: remove now-useless code from bootstrap.conf
* bootstrap.conf (bootstrap_epilogue): Remove now-unnecessary,
snippet that edited gnulib-tests/gnulib.mk. This snippet was
rendered unnecessary by commit v8.14-73-g5bf2c0e.
