tools/power/turbostat: Rename some TRL functions
Rename dump_hsw_turbo_ratio_limits() and dump_ivt_turbo_ratio_limits()
to dump_turbo_ratio_limit2() and dump_turbo_ratio_limit1() because they
dump MSR_TURBO_RATIO_LIMIT1/LIMIT2, and the MSRs' behavior is
consistent when they are available.
