Lower the expected level of traffic in the pp_alloc_fail test
and calculate failure counter thresholds based on the traffic
rather than using a fixed constant.
We only have "QEMU HW" in NIPA right now, and the test (due to
debug dependencies) only works on debug kernels in the first place.
We need some place for it to pass otherwise it seems to be bit
rotting. So lower the traffic threshold so that it passes on QEMU
and with a debug kernel...

The tool pp_alloc_fail.py tested error recovery by injecting errors
into the function page_pool_alloc_pages(). The page pool allocation
function page_pool_dev_alloc() does not end up calling
page_pool_alloc_pages(). page_pool_alloc_netmems() seems to be the
function that is called by all of the page pool alloc functions in
the API, so move error injection to that function instead.

Bugs in memory allocation failure paths are quite common.
Add a test exercising those paths based on qstat and page pool
failure hook.
Running on bnxt:

I initially wrote this test to validate commit be43b7489a3c ("net/mlx5e:
RX, Fix page_pool allocation failure recovery for striding rq") but mlx5
still doesn't have qstat. So I run it on bnxt, and while bnxt survives
I found the problem fixed in commit 730117730709 ("eth: bnxt: fix counting
packets discarded due to OOM and netpoll").
